Hugo said firmly, as if convinced. After a moment of silence after hearing the answer, Flynn recalled what he had said before and cautiously continued.
“Arson? If you think Blaine is the cause of the fire… you said that it would be harder to catch Blaine if there were too many people. Is it okay to call in the Council investigators?”
At Flynn’s question, Hugo picked up a handful of burnt soil and held it out in front of him.
